Bill Polyniak is the founder of Bluegrass Hemp Oil and Kentucky Cannabis Company and has worked in Kentucky hemp since the Commonwealth’s first modern pilot-program year in 2014. A Kentucky Department of Agriculture letter dated March 10, 2014 names Polyniak as a registered participant in one of six industrial-hemp pilot programs, placing his work at the beginning of Kentucky’s modern hemp revival.

Biography
From a Family Search to Kentucky Hemp
Bill’s path into hemp began as a father searching for clearer information, greater consistency, and better accountability around hemp-derived products while his family navigated serious health challenges involving his son, Colten. That experience shaped the questions he would later bring to agriculture and product development: where a plant came from, how it was grown, how an extract was made, what was actually in a bottle, and whether laboratory testing could verify it.
In 2014, as Kentucky began its first modern industrial-hemp pilot projects, Bill became a registered participant in the state program through Kentucky Cannabis Company. The work was practical from the beginning. It included obtaining cannabinoid-rich genetics, propagation, greenhouse work, field cultivation, harvesting, extraction development, and creating processes for turning hemp flower into consistent full-spectrum products.
Kentucky Cannabis Company developed as the cultivation, processing, and manufacturing side of the business, while Bluegrass Hemp Oil became its consumer-facing retail and education brand.
